More recently, community energy projects are emerging wherein technological innovation is employed to realize distributed systems of energy system services or ownership of energy systems is an expression of other associational beliefs, connecting civil society actors through project ownership rather than locality (see for example the initiatives Solar Green Point in the Netherlands or Windfang in Germany, Solar Green Point 2019; Windfang eG 2011).

For example, EU induced reform of capital investment laws in Germany (Kapitalanlagegesetzbuch) almost created financial regulation that would have exceeded organizational capacities of cooperatives to the extent that many would have had to be resolved, although small scale cooperatives where not the target of regulation on financial security (Colell and Neumann-Cosel 2016).
