Zusammenfassung

Der vorliegende Artikel widmet sich aus der Perspektive der Demokratischen Friedenstheorie der Präsenz als auch den Motivationsfaktoren von Demokratien und Autokratien hinsichtlich der Verwendung von Drohnen (UAVs) in den Missionen internationaler Sicherheitsinstitutionen (NATO, EU, UN und OSZE). Die Analyse demonstriert die höhere Relevanz, die Demokratien UAV-Elementen in internationalen Missionen zurechnen sowie steuerungs- bzw. effektivitätsorientierte Motivationsfaktoren hinsichtlich der Nutzung von Drohnen durch Demokratien in internationalen Missionen.

Als Systeme kollektiver Sicherheit werden in der Politikwissenschaft sicherheitspolitische Systeme klassifiziert, die sowohl Schutz nach außen wie nach innen bieten. Während die UN bzw. die OSZE diesen Schutz auf traditionell militärischer Basis bieten wollen, bieten die rein demokratischen Systeme dies auf der Basis eines gemeinsam geteilten Werte- und Normenkataloges, der die Anwendung „interner“ Gewalt überflüssig macht (Yost 1998, S. 140).

Mission de l’Organisation des Nations Unies en République Démocratique du Congo.

Der Unified Protector-Einsatz (2011) der NATO zielte auf die Überwachung einer Flugverbotszone über Libyen zum Schutz von Zivilisten.

Gemeint ist in diesem Zusammenhang die Verringerung materieller Kosten, insbesondere jedoch eine Vermeidung menschlicher Opfer.

Es handelt sich hierbei um einen Umstand, der speziell in der Literatur zu heterogenen Organisationen kritisch diskutiert wird (Karlsrud und Rosen 2013, S. 3; Doss 2015, S. 803).

Kosovo Force.

Nachfolgemission der ISAF.

Beispielhaft sind hier die Nachfolgemissionen Resolute Support und Active Endeavour zu nennen.

European Union Force.

European Union Naval Force Operation Atalanta.

Dies ist ein Umstand, der insbesondere auf China, Russland, Indonesien, Thailand, Ägypten und Pakistan zutreffend ist (UN 2016).

Lediglich 25 % der militärischen Missionen bzw. 40 % der personalintensiven Missionen verfügten nach dem Jahr 2000 über eine UAV-Unterstützung. Dies trifft auf Missionen mit einer Personaldecke von 4000 Einsatzkräften zu, wie etwa bei der United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), der MONUSCO und der United Nations Interim Force in Lebanon (UNIFIL).

Mission des Nations Unies pour la stabilisation en Haïti.

Dies entspricht nach dem Jahr 2000 etwa 3 % aller Missionen bzw. 20 % der personalintensiven Missionen (mit einer Personalstärke von 700 Einsatzkräften).

Als Beispiele können hier u. a. China, Indien und Bangladesch genannt werden, die selbst intensiv an UN-Missionen teilnehmen.

Die Analyse des Verhaltens nichtdemokratischer Akteure wird aus der Betrachtung ausgeschlossen, da diese keinen direkten operativen Anteil an der Bereitstellung von UAV-Kapazitäten haben.

Allerdings speist sich die quantitative Auswertung aus den eingangs dargestellten qualitativen Quellen, also diverse Monographien, Artikel, Statements, Presseerklärungen sowie vorliegende Datenbanken zum Transfer von UAVs.

Dies geschieht insbesondere im Rahmen der KFOR und EUFOR Althea, der Unified Protector, Active Endeavour, Ocean Shield und EUNAVOR Atalanta.

So etwa Frankreich im Falle der UNIFIL, Schweden bei der MINUSMA und Irland im Rahmen der MINURCAT.
