Ein historischer Durchbruch? Obama und das Atomabkommen mit dem Iran

Zusammenfassung

Obama und seinen Partnern der internationalen Koalition E3/EU+3 gelang mit dem Atomabkommen im Juli 2015 ein wichtiger Zwischenschritt zur Verhinderung einer iranischen Atombombe. Der Unterzeichnung waren jahrelange diplomatische Bemühungen und verschärfte Sanktionen vorangegangen, welche ab 2013 in einem gemeinsamen Aktionsplan mit Iran gemündet hatten. Das Atomabkommen sieht unter anderem vor, dass Iran nur eine Urananreicherungsanlage betreiben wird, auf Wiederaufbereitung verzichtet und IAEO-Inspektionen zulässt. In den USA war es innenpolitisch besonders von großen Teilen der Republikaner als zu wenig weitgehend bekämpft worden. Mit dem Abkommen hat Obama zumindest mittelfristig wichtige Ziele erreicht, Zeit gewonnen und das Nichtverbreitungsregime aufrechterhalten können. Längerfristig unterliegt Iran aber keinen besonderen Beschränkungen und kann wirtschaftlich gestärkt hervorgehen, was die amerikanische Entschlossenheit gegen iranische Kernwaffen auch angesichts skeptischer Partner in der Region wichtiger denn je macht.

„The Intelligence Community judges that Iran is actively pursuing the acquisition of fissile material and the expertise and technology necessary to form the material into nuclear weapons. As part of this process, Iran is attempting to develop the capability to produce both plutonium and highly-enriched uranium“ (Schindler 2000). Eine Einschätzung der US-Nachrichtendienste aus dem Jahr 2007 stellte fest, Iran habe sein strukturiertes Atomwaffenprogramm vermutlich 2003 eingestellt. Dies bezog sich jedoch lediglich auf die Einstellung der Arbeiten an nuklearfähigen Sprengköpfen; die Aktivitäten zur Herstellung spaltbaren Materials wurden fortgesetzt (National Intelligence Council 2007). Nach Abschluss des Joint Comprehensive Plan of Action führte die IAEO als Teil dieser Vereinbarung Untersuchungen in Iran durch und kam zu folgendem abschließenden Urteil: „The Agency’s overall assessment is that a range of activities relevant to the development of a nuclear explosive device were conducted in Iran prior to the end of 2003 as a coordinated effort, and some activities took place after 2003. The Agency also assesses that these activities did not advance beyond feasibility and scientific studies, and the acquisition of certain relevant technical competences and capabilities. The Agency has no credible indications of activities in Iran relevant to the development of a nuclear explosive device after 2009“ (IAEA Board of Governors 2015).

Aufgrund der Kürze der Verhandlungsdauer war jedoch versäumt worden, zentrale Begriffe wie „Suspendierung“ eindeutig zu definieren.

Überdies hatte der libysche Revolutionsführer Gaddafi im Dezember 2003 sein Atomwaffenprogramm offengelegt. Damit war auch das „Khan-Netzwerk“ bekannt geworden, mit dem auch Iran zusammengearbeitet und u. a. Blaupausen für Urananreicherungszentrifugen erhalten hatte.

Gegen Ende der Bush-Regierung hatten amerikanische Diplomaten zwar ab Juli 2008 bereits an Treffen mit Iran teilgenommen, jedoch keine separaten bilateralen Gespräche geführt. Die ersten solcher bilateralen Zusammenkünfte fanden im Oktober 2009 am Rande einer „E3/EU+3“ Gesprächsrunde in Genf statt.

Offenbar hatte Iran vorab bemerkt, dass westliche Nachrichtendienste die Anlage in Fordo aufgeklärt hatten, und die Einrichtung wenige Tage vor der Pressekonferenz in einem Brief an die IAEO gemeldet (Borger 2015).

Offenbar griff der Oberste Religiöse Führer Khamenei in einigen Fällen mit Forderungen in die Gespräche ein, die selbst seine eigene Delegation als nicht verhandelbar ansah, die dann aber doch einvernehmlich gelöst wurden (Borger 2015).
