Zusammenfassung

Die Institutionen einer demokratischen Regierungsform sind zwar notwendig, aber keineswegs hinreichend für ein lebendiges und erfolgreiches demokratisches Gemeinwesen. Von zentraler Bedeutung ist auch eine Kultur der Demokratie, die auf den Orientierungen und Verhaltensweisen der Bevölkerung beruht: Diese zeigt sich in dem Vertrauen in demokratische Institutionen und Prozesse, in der Nutzung von Partizipationsmöglichkeiten und in dem Engagement der Bürgerinnen und Bürger für das Gemeinwesen. Diese Bedingungen konstituieren das, was wir als demokratische Integration der Bevölkerung bezeichnen und was im Zentrum des mit diesem Buch vorgelegten Monitorings steht.
