Abstract

This chapter delves into the critical issue of enhancing human security in South East Europe through regional cooperation in disaster management and risk reduction policies. It begins by highlighting the region’s vulnerability to natural disasters, including recent catastrophic events like the 2023 earthquakes in Türkiye. The authors argue for a comprehensive policy framework that incorporates disaster preparedness and risk reduction under the umbrella of human security. The concept of human security is explored in depth, drawing from various academic perspectives and emphasizing its multidimensional nature. The chapter also examines the role of Official Development Assistance (ODA) in addressing human security challenges in the region, revealing gaps and areas for improvement. It advocates for a regional holistic approach to disaster management, suggesting mechanisms for enhanced cooperation and knowledge sharing. Practical recommendations are provided to align national and regional strategies with human security objectives, aiming to improve the region’s resilience and meet sustainable development goals.
