Abstract

The chapter delves into the significant economic and infrastructural challenges faced by Texas' highway network due to the growth in population and demand for increased highway capacity. It highlights the crucial role of commercial and OS/OW vehicles in damaging road infrastructure and proposes a modular methodology using a mechanistic-empirical approach to calculate pavement consumption costs. This approach, known as the Proportional Consumption Method (PCM), incorporates Equivalent Consumption Factors (ECFs) to attribute highway maintenance costs fairly based on vehicle characteristics. The study utilizes data from 2019 to determine total VMT and calculates pavement consumption costs for commercial and OS/OW vehicles, revealing that commercial vehicles account for approximately 88% of the costs. The findings underscore the importance of load distribution and axle configuration in minimizing maintenance requirements, providing valuable insights for state highway agencies to adjust permit fee frameworks and highway management strategies.
