Abstract

This study delves into the evaluation of community transit systems with varying levels of flexibility, focusing on four operational strategies: fixed transit (FT), on-demand dispatch transit (ODDT), stop-on-call transit (SoCT), and demand responsive transit (DRT). The research aims to identify the most cost-effective means of transporting passengers, considering vehicle capacity and fleet size constraints. Through a continuous approximation model, the study analyzes the average cost per passenger for each policy, taking into account factors such as walking cost, waiting cost, riding cost, and operating cost. The findings reveal that SoCT is preferred in low-demand situations, while ODDT or FT policies become more favorable as demand density increases. Additionally, the study explores the impact of adverse weather conditions, service area geometry, and vehicle capacity on the performance of these transit services. The conclusion highlights the importance of choosing the right transit service based on specific system settings and demand patterns, providing valuable insights for transit planners and operators seeking to optimize their services.
