Evaluation of the Raised Pedestrian Crossing (RPC) for Roads with Different Speeds

The raised pedestrian crossing (RPC) was introduced as a physical measure to slow down vehicular traffic approaching the pedestrian crossing point which is in a low-speed road section. This condition creates a need for researchers to study the effect of the RPC when it was installed at the higher speed road section. Therefore, this study aims to evaluate the RPC located on a road with a high-speed environment in Klang Valley, Malaysia. Site observations were conducted at four selected sites to measure speed reduction and additional treatments supplemented the RPC. In addition, expert opinions on the functions and disadvantages of the RPC as speed management control were gathered through structured interviews. Results indicated that the installation of RPC at the crossing point potentially reduced the 85th percentile vehicle speed by 11–22 km/h. The installation of this facility should be complemented by additional traffic engineering measures such as the placement of a crossing sign and checkered markings to increase visibility. As well as the installation of yellow transverse bars (YTB) and speed limit signs to alert drivers, whereas the inclusion of rumble strips may contribute to reducing approaching speed. Moreover, interviews with the experts suggested the use of traffic lights with a push button should be added to supplement the RPC if required in a road section with a speed limit of 70 km/h. Overall, the RPC may be used in high-speed road environments (above 60 km/h) to minimise the risk of fatality and severity for pedestrians with some adjustment and additional treatments.
