Discussions on the topic have been fairly heated since the migration to OS X from OS 9, which had very loose capabilities for delegating, assigning, and managing access to files and folders. OS X, in contrast, was a native multiuser OS and, as such, permission-based restrictions were, and still are, at its heart and soul.
