Abstract

This chapter delves into the complexities of sustainable construction decision-making in Canada, focusing on the interplay between codes, standards, and rating systems. It examines the National Building Code of Canada (NBCC) and the National Energy Code for Buildings (NECB), along with provincial variations like the British Columbia Building Code (BCBC) and the BC Energy Step Code. The study also explores various rating systems such as LEED, BOMA BESt, Green Globes, Built Green Canada, and the CaGBC Zero Carbon Building Standard, highlighting their roles in promoting sustainable building practices. The chapter identifies gaps and issues in current frameworks, including the focus on operational impacts over life-cycle considerations and the lack of tools for holistic sustainability evaluation. A case study of an engineering building expansion at the University of Victoria, aiming for LEED Gold v4 and Net Zero Carbon certification, provides practical insights. Interviews with key stakeholders reveal drivers and barriers to sustainable decision-making, emphasizing the need for a balanced approach that considers technical, economic, and social factors. The findings suggest that achieving sustainable building outcomes requires a cohesive strategy encompassing governance, financing, stakeholder involvement, regulations, and a culture of environmental responsibility. The chapter concludes by stressing the importance of continued dialogue and comprehensive frameworks to overcome barriers and amplify drivers toward more sustainable construction practices.
