Abstract

Die Mobilitätswende erfordert mehr als nur den Austausch von Antriebsystemen, sondern ein nachhaltig verändertes, energiesparendes Mobilitätsverhalten (Agora 2019). Die Gestaltung der Rahmenbedingungen für diesen Wandlungsprozess obliegt maßgeblich den Kommunen, indem sie die steigende politische und gesellschaftliche Nachfrage nach zukunftsfähigen Mobilitätslösungen als Teil der Daseinsvorsorge befriedigen (Verkehrsministerium NRW 09.11.2015; Difu 2015, S. 22).
