Abstract

The COVID-19 pandemic triggered unprecedented changes in roadway travel behavior, with significant implications for transportation systems, public health, and the environment. This chapter delves into the shifts observed in the states of Washington and Maryland, where lockdowns and travel restrictions led to a sharp decline in traffic volumes and a reduction in vehicle miles traveled (VMT). The analysis reveals a notable increase in the use of private and non-motorized transport modes, as well as a decrease in leisure travel and a rise in essential trips. The economic impact of these changes is profound, with a significant reduction in gasoline sales and subsequent losses in the Highway Trust Fund, which funds road repairs and public services. The chapter employs advanced statistical models, including SARIMA and Exponential Smoothing, to forecast travel patterns and gasoline sales, providing valuable insights for policymakers and transportation planners. By comparing the experiences of Washington and Maryland, the study offers a nuanced understanding of the pandemic's effects on travel behavior and economic outcomes, highlighting the need for adaptive and sustainable transportation policies in the post-pandemic era.
