Impact of Parameters of Critical Road Infrastructure on Crisis Management

Abstract

The chapter investigates the pivotal role of road infrastructure in crisis management, emphasizing the impact of structural-technical parameters and geometric configurations on the effectiveness of transport systems during emergencies. It begins by identifying 72 threats that can disrupt road networks, categorizing them into sociogenic, natuogenic, and technogenic origins, and then narrows down to 14 high-risk threats through a preliminary and detailed multi-criteria analysis. The analysis reveals that threats such as slope instabilities and military operations pose significant challenges due to the need for oversized or overweight transports, which can be severely limited by existing infrastructure. The chapter delves into the identification of critical infrastructure elements, such as bridges and tunnels, which often have unchangeable parameters that can impede crisis response efforts. It highlights the need for constant evaluation and adaptation of road infrastructure to ensure resilience against increasing threats. The findings underscore the dependence of the entire transport system on the structural and geometric parameters of critical road infrastructure elements, providing a foundation for strengthening the resilience of trans-European road networks in the face of future crises.
