Abstract

The chapter delves into the colonial legacies of taxation politics in Kenya and Uganda, revealing how historical tax structures have hindered the development of welfare states in Eastern Africa. It discusses the problem of acquired post-colonial tax systems, the inequalities arising from tax asymmetries, and the disconnect between tax policy and social welfare. The chapter also explores the origin of the fiscal Kenyan and Ugandan states, the evolution of an adapted form of fiscal state, and the failed promises of social welfare. By examining the impact of colonial tax regimes on contemporary state capacities, this chapter offers insights into the challenges faced by Eastern African states in their quest for welfare development.
(1) Taxes should be levied in proportion to property. (2) Taxes should be specific and not arbitrary. (3) A tax should be convenient to pay. (4) A tax should be economical to administer for both the taxpayer and the state.
