Abstract

In an era of increasing transportation volumes and technological advancements, the proactive management of vehicle safety has become paramount. This chapter delves into the intricacies of identifying and mitigating potential hazards before they escalate into incidents or accidents. By examining the causal analysis underlying risk assessment, the text reveals the limitations of traditional prevention approaches that often address specific and random causes of incidents. The introduction of the 'prerequisite' concept marks a significant shift from focusing on immediate technological causes to addressing the organizational management systems that generate them. This approach allows for the identification of more persistent and universal problems within the transportation process.
