Abstract

The chapter delves into the intricate dynamics of humanitarian assistance and territorial governance in Kachin State, Myanmar. It explores how diverse actors, including the state, international organizations, ethnic armed organizations, religious groups, and local communities, construct their own 'regimes of care' under different norms and governance logics. The study focuses on two key concepts: 'regime of care' and 'territoriality,' analyzing how humanitarian assistance is closely linked to political and military territorial management. The chapter also examines the activities of specific actors such as the Myanmar government, KIO/KIA, UN agencies, and Christian organizations to understand how each form of assistance shapes border management and governance. By applying theoretical frameworks from border studies, the chapter provides insights into the complex interplay between humanitarian assistance and territory management in Kachin State. The study concludes that governance in conflict zones is not carried out by the state alone but is constructed through coexisting and competitive rule by multiple actors, highlighting the political nature of humanitarian assistance and its deep involvement in spatial rule, legitimacy, and identity formation.
