Abstract

The article examines the economic rationale for universal vaccine mandates to combat COVID-19, focusing on the nature of consumption externalities and the policy relevance of free-riding. It argues that the economic case for such mandates is weak, as most benefits from vaccines are internalized. The paper discusses the inframarginal nature of COVID-19 vaccine externalities, meaning that the benefits are largely internalized, and free-riding is not a significant issue. It also explores local public goods and institutional responses to vaccine uptake, suggesting that mandates may not be necessary when private incentives are strong. The article concludes by highlighting the need for a more nuanced approach to vaccine policy, one that considers factors beyond free-riding, such as administrative convenience, politicization, misinformation, and paternalism.
