Abstract

News media tend to follow social issues through what has been called the “issue-attention cycle”, resulting in issues appearing in the media and then, over time, disappearing as it becomes clear the issue is difficult to solve. Climate has been through this cycle several times. The only likely way to overcome this pattern is sustained activity by active organizations that orchestrate newsworthy events and generate the information subsidies that put an issue on the news agenda. In short, climate requires its own social movement. This chapter then turns to the scholarly literature on social movements to find out what they require for success: successful resource mobilization, a sense of collective identity, awareness of political opportunities, and strategic planning. Communication can help with each of these.
