Abstract

This chapter explores the critical interplay between tax authorities and taxpayers, focusing on how their relationship impacts tax compliance over the past 20 years. The study is particularly timely, given the economic disruptions caused by the Covid-19 pandemic and the subsequent inflationary pressures from the Russo-Ukrainian war. It underscores the urgent need for efficient revenue mobilization in both developing and developed countries, highlighting the importance of tax reforms and digital transformation in achieving this goal. The chapter employs a systematic literature review, adhering to the PRISMA framework, to provide a comprehensive and unbiased analysis of the existing research. It delves into the complexities of tax compliance, examining factors such as trust, social norms, and tax literacy, which are pivotal in shaping taxpayer behavior. The findings offer valuable insights into the dynamics of tax compliance, particularly in the context of recent global economic challenges, and suggest potential avenues for future research. By identifying the key elements that influence the relationship between tax authorities and taxpayers, this chapter contributes to the development of more effective tax compliance strategies, essential for economic recovery and rebuilding trust in the post-pandemic world.
