Abstract

Nicht erst seit gestern werden vermehrt Städte, und nicht etwa nur Nationalstaaten, als hochrelevante Akteure bei der Bewältigung globaler Herausforderungen identifiziert (Brenner 2004, Sassen 2012 & 2013, Barber 2013). Dies gilt im Besonderen für die Bewältigung der Folgen des Klimawandels. Der Klimawandel setzt Städte weltweit einem gewaltigen Anpassungsdruck aus. Etwa durch zunehmende Wetterextremereignisse wie Hitzewellen oder durch von Starkregen verursachte Überschwemmungen (Intergovernmental Panel on Climate Change 2014).
