Abstract

This chapter delves into the economic repercussions of natural disasters, with a particular focus on the Great East Japan Earthquake. It examines the asymmetric spillover effects of such events and the role of interregional risk-sharing systems in mitigating these impacts. The analysis is supported by a detailed economic model that considers investments in disaster prevention, recovery, and reconstruction, as well as the implementation of public insurance. The chapter also presents a quantitative analysis using a spatial computable general equilibrium (SCGE) model to measure the damage caused by the earthquake and the effects of reconstruction investment and public insurance on social welfare, real GDP, and production output. The findings highlight the importance of public insurance in achieving a socially optimal Nash equilibrium and the complementary role it plays in disaster prevention and recovery investments. The chapter concludes by discussing the implications of these findings for policy-making and the need for further dynamic analysis to understand the long-term effects of natural disasters and reconstruction efforts.
