In November 2015, the Federal Reserve Bank of Dallas and Southern Methodist University jointly sponsored a conference entitled, ”Intent versus Impact: Evaluation of Individual- and Community-Based Programs.” The aim of the conference was to bring together researchers to present and discuss the latest empirical research on the evaluation of programs and policies that impact the financial well-being of individuals and communities. The conference audience also included policymakers and community practitioners. A selection of the papers presented appear in this special issue.
