Abstract

This chapter delves into the critical balance between data utility and privacy protection in the context of medical data asset management. It explores two primary methods: Differential Privacy (DP) and Statistical Disclosure Control (SDC), each offering unique approaches to safeguarding sensitive information. The text provides a theoretical foundation for both DP and SDC, explaining their mechanisms and the challenges they face in protecting high-dimensional medical data. A notable case study involves the analysis of 3,788 electronic medical records from a tertiary hospital, evaluating the effectiveness of four access control models under both DP and SDC frameworks. The results highlight that Attribute-Based Access Control (ABAC) combined with DP is most effective for highly sensitive information, while SDC integrated with access control is suitable for routine data release. The chapter concludes by emphasizing the need for dynamic risk assessment mechanisms and the importance of balancing data utility with privacy protection in healthcare information management.
