Abstract

This chapter delves into the complexities of managing construction projects, particularly focusing on the rail gauge conversion project in India. It highlights the common issues of cost and time overruns, which are prevalent in many construction projects, especially in developing countries. The text emphasizes the importance of Earned Value Management (EVM) as a tool for monitoring and controlling project progress, providing a detailed analysis of key EVM parameters such as Budget at Completion (BAC), Estimate at Completion (EAC), and Schedule at Completion (SAC). The case study offers a comprehensive look at the project's progress over 240 days, identifying specific risk factors that contributed to delays and cost overruns. It also discusses the roles of various stakeholders, including clients, contractors, and consultants, and suggests mitigation strategies to address these risks.
