Abstract

This chapter examines the seriousness of criminal victimization and offending through the concept of harm, focusing on repeat victimization and offending. Using data from the ISRD4 survey, it explores the prevalence, incidence, and variety of repeat victimization and offending, as well as the seriousness of specific incidents such as assault and weapon carrying. The chapter also investigates the correlation between seriousness and various socio-economic indicators, including the Inequality-Adjusted Human Development Index (IHDI), GDP per capita, and the Rule of Law Index. Key findings include the higher prevalence of repeat victimization and offending in more developed countries, the significant overlap between being a repeat victim and a repeat offender, and the potential link between higher GDP per capita and lower levels of serious assault victimization. The chapter concludes by discussing the methodological and substantive implications of these findings, as well as the potential for future research in this area.
