Abstract

This study delves into the critical cybersecurity vulnerabilities plaguing South African e-government systems, focusing on technical, human, and organisational dimensions. It highlights the interconnected nature of these vulnerabilities, demonstrating how weaknesses in one area exacerbate risks in others. The analysis reveals that outdated infrastructure, poor cybersecurity awareness, and fragmented governance are major contributors to systemic risks. The study also identifies emerging threat patterns, including advanced persistent threats (APTs) and AI-driven fraud, which pose significant challenges to the country's digital infrastructure. To address these issues, a phased roadmap is proposed, offering immediate safeguards, medium-term capacity-building measures, and long-term strategic interventions. The roadmap aligns with international frameworks such as NIST CSF and ISO/IEC 27001, ensuring that South Africa's cybersecurity efforts are both globally relevant and contextually appropriate. By bridging the gap between policy ambition and operational practice, this study provides valuable insights for government officials, ICT managers, and policymakers seeking to enhance their cybersecurity capacity and build a more resilient e-government ecosystem.
