Zusammenfassung

Nigeria ist von Krisen geplagt und zugleich die dominierende Macht in Westafrika. Seit der Unabhängigkeit im Jahr 1960 hat es seinen Führungsanspruch auch durch sein umfangreiches Engagement für die Friedenssicherung und Konfliktbewältigung unter Beweis gestellt. Ist Nigeria also ein Stabilitätsanker für (West‑)Afrika? Der vorliegende Beitrag analysiert die nigerianischen Erfahrungen in der Friedenssicherung im Kongo, Sierra Leone, Liberia und Mali auf wesentliche Einflussfaktoren und gleicht die Erkenntnisse mit der gegenwärtigen politischen Lage Nigerias ab.

Hier findet folgende Definition von Bellamy und Williams Anwendung: „By ‘peace operations’ we mean the expeditionary use of uniformed personnel (troops, military observers/experts, and police), with or without a UN mandate, but with an explicit mandate to assist in the prevention of armed conflict by supporting a peace process; serve as an instrument to observe or assist in the implementation of ceasefires or peace agreements; or enforce ceasefires, peace agreements or the will of the UN Security Council in order to build stable peace“ (Bellamy und Williams 2015, S. 13).

Zu dieser Zeit stand bereits eine Beobachtermission, UNOMIL (United Nations Observer Mission in Liberia), in Liberia, die von Seiten der ECOWAS als Aufpasser gegenüber ECOMOG und zugleich als zu nachsichtig gegenüber den Konfliktparteien wahrgenommen wurde (Adebajo 2011, S. 144).
