Abstract
Zimmermann argues that, while US aid was heavily oriented to supporting Egypt’s distributive political economy and tended to avoid meaningful conditionality, Washington’s concerns about the long-term viability of the bilateral relationship often resulted in tied aid, meaningful conditionality, and support for governance reform. This was particularly the case during the Nazif government, when USAID armed reformers with a battery of parallel institutions and technical assistance programs. However, these efforts were ultimately thwarted by an unexpected, uncontained row over US democracy and governance activities that involved an unusual level of congressional and interest group involvement.
