One of the most important goals of water management is the protection of the society and material property against the harmful effects of water, including flooding and disruption of economic activities by flood waters. Such a goal is particularly important in densely developed urban areas with high concentrations of population, material properties, and economic activities, and potentially high flood damages [1].
