Abstract

The article, 'Partisan Appeals to Bipartisanship', examines the use of bipartisan rhetoric in legislative messaging and its effectiveness when countered by partisan opposition. It discusses the signing of the Bipartisan Infrastructure Bill and the strategic use of bipartisan claims by Democrats to garner public support. The study highlights the role of counter messaging by the minority party in undermining bipartisan appeals, affecting public opinion and support for legislation. The authors use congressional floor speeches and survey data to demonstrate that bipartisan messaging loses its persuasive power when countered by partisan frames. The findings have implications for legislative strategy and public perception of bipartisanship in government.
