Betriebe mit einer Zulassung des EASA Part 147er haben das Recht, Personal für behördlich anerkannte Instandhaltungsbetriebe zu schulen. Im Einzelnen dürfen diese Schulungsorganisationen: a) anerkannte Grundlagenausbildungen, b) anerkannte typenspezifische Ausbildungen und c) Prüfungen durchführen sowie d) Ausbildungszeugnisse ausstellen. Die relevanten Formulierungen der Implementing Rules Certification und Airworthiness sind eher vage formuliert: IR Continuing Airworthiness Part 145 – 145.30 (e): „Der Betrieb muss die Befähigung des mit Instandhaltungsarbeiten, Verwaltungsaufgaben und/oder Qualitätskontrollen befassten Personals in Übereinstimmung mit einem Verfahren und Bestimmungen festlegen und überwachen, die von der zuständigen Behörde genehmigt sind.“ IR Initial Airworthiness Part 21 – 21A.145 (c): „ … die Mitarbeiter aller Ebenen ausreichende Befugnisse erhalten haben, um die ihnen übertragenen Pflichten wahrnehmen zu können … “

Alle Vorgaben zur entwicklungsbetrieblichen Personalqualifizierung sind unter IR Initial Airworthiness Part 21 – 21A.243 (d) und dem zugehörigen Guidance Material geregelt.

Als Mindestumfang sind im GM No. 1 to 21A.243(d) (3.3) folgende Informationen definiert: Name und Geburtstag, Ausbildung, Erfahrung und Trainings, Aufgabe / Position innerhalb des Entwicklungsbetriebs, Berechtigungsumfang, Ausstellungsdatum der Erstberechtigung sowie ggf. Ablauf der Gültigkeit, Identifikationsnummer der Berechtigung. Weitere Anforderungen an ein Aufzeichnungssystem für Personaldaten finden sich unter o.g. GM.

Wöhe (1993) weist im Übrigen daraufhin, dass in Produktionsbetrieben die heutzutage noch immer gängige Praxis, um 6 Uhr mit der Arbeit zu beginnen unter Human Factors Bedingungen suboptimal ist. Diese Regelung „impliziert, dass ein Arbeitnehmer, der acht Stunden Schlaf benötigt, unter Berücksichtigung der Wegzeiten zum Arbeitsplatz bereits gegen 21 Ur zu Bett gehen muss.
