Abstract

The article discusses the challenges faced by Semarang City in implementing Intelligent Transportation Systems (ITS) due to its rapid urbanization and increasing vehicle numbers. It identifies key barriers such as high costs, lack of funding, organizational issues, and political short-termism. The study uses the Interpretative Structural Modelling (ISM) method to analyze these barriers and proposes targeted policies to address them. The findings highlight the need for improved interoperability, stakeholder involvement, and long-term commitment to successfully implement ITS projects.
