Abstract

The article delves into the challenges and failures of expert advice during public health crises, using the UK's Scientific Advisory Group for Emergencies (SAGE) as a case study. It proposes reforms to enhance the quality of expert advice by introducing competition among advisory teams and broadening the disciplinary base. The author argues that a simulated market for expert advice can mitigate the risks of expert failure, highlighting the importance of diverse perspectives and contestation in policy-making.
