Abstract

This chapter delves into the transformative role of Public-Private Partnerships (PPPs) in China's infrastructure and public service sectors. It highlights the growing demand for public services and the fiscal constraints that have driven the adoption of PPP models. The text explores the theoretical frameworks underpinning PPPs, including Public Goods Theory, Principal-Agent Theory, and New Public Management Theory. Through detailed case studies, such as the Beijing Subway Line 4 Project, the Xiaoqing River Restoration Project, and the Shenzhen Universiade Center Project, the chapter illustrates the successful implementation of PPPs in transportation, water conservancy, and cultural and sports fields. It also examines the challenges and failures encountered in PPP projects, providing valuable lessons for future implementations. The chapter concludes by discussing the future prospects of PPPs in China, emphasizing their potential to improve the quality and efficiency of public services and infrastructure.
This chapter is coauthored with Rui Cheng at School of Economics, Beijing International Studies University.
