Abstract

The construction of bypasses around settlements is a critical strategy for addressing ecological challenges and improving traffic management. This chapter emphasizes the importance of anticipating and preventing ecological problems during highway construction and reconstruction, highlighting the benefits of redirecting traffic flows away from urban areas. The Analytic Hierarchy Process (AHP) is introduced as a robust method for evaluating the complex interplay of ecological, energy, and economic criteria. The chapter provides a detailed methodology for applying AHP, including the construction of pairwise comparison matrices and the determination of priority vectors. It also discusses the practical application of AHP in ranking criteria for bypass construction, focusing on key factors such as air pollution, noise levels, and energy efficiency. The chapter concludes with a hierarchical ranking system that integrates environmental, energy, and economic considerations, offering a holistic approach to decision-making in highway construction projects.
