Chapter 2. Climate Change Competitiveness
Abstract
This chapter addresses theoretical approaches to EU climate policy and climate change competitiveness. In particular, it describes the global and European determinants and conditions, assumptions and objectives of EU climate policy. Furthermore, it overviews the most popular research models used to diagnose and assess regional competitiveness. Finally, the chapter presents existing approaches to measuring competitiveness related to climate change. This systematic review of concepts and policies aims to establish a theoretical background for empirical research.

Chapter 3. Climate Change Competitiveness of EU Regions—Current Status
Abstract
This chapter aims to assess the competitiveness of EU regions under climate change. Firstly, it presents the methodological basis for building the Regional Climate Change Competitiveness Index (RCCCI) and the results for selected EU regions from Portugal, Italy, the Netherlands, Ireland, Finland, Estonia, Poland, Slovakia, Bulgaria and Hungary. Next the results for five climatic zones (north, north-central, south-central, northwest and Mediterranean) are described. Finally, the chapter details the results of the robustness analysis of the regional climate change competitiveness index.

Chapter 4. Conceptual and Methodological Specifications
Abstract
His part of the book is devoted to the conceptual and methodological aspects that characterise our forecasting methodology. In particular, this section describes the four scenarios (WEM, WAM, A1, A2) from which the modelling of regional competitiveness levels will be carried out and characterises the forecasting method. Based on national climate change communications, the following section presents climate change projections and adaptation measures undertaken in ten selected EU countries. Furthermore, the chapter describes the methodological assumptions for the detailed national forecasts for the energy, transport, industry, construction and agriculture sectors.

Chapter 5. Prediction of RCCCI Index Values Under Four 2030 and 2100 Scenarios
Abstract
The chapter presents the results of projections of regional climate change competitiveness for 2030 and 2100 in a scenario-based setting. Four scenarios were used to prepare the projections: WEM and WAM scenarios submitted by countries to the United Nations Framework Convention on Climate Change and A1 and B1 scenarios which were adapted from European Shared Socio-economic Pathways. In the chapter, the projected values for individual regions and their changes with respect to 2020 are indicated. Moreover, the chapter shows the spatial distribution of the RCCCI index and national competitiveness projections for ten EU member states.

Chapter 6. Towards a Conclusion: Policy and Regional Recommendations
Abstract
The final chapter presents recommendations to national/regional governments for the ten countries on measures to strengthen their competitiveness under climate change. The proposed courses of action are presented in a synthetic and reader-friendly manner.
