Abstract

This chapter delves into the Responsibility to Protect (R2P) principle, focusing on its evolution and challenges in Southeast Asia over the past two decades. It explores the stance of Southeast Asian states, the proactive role of civil society actors, and ASEAN's response to humanitarian crises in Myanmar, particularly the Rohingya refugee crisis and the 2021 military coup. The analysis highlights the shift from non-interference to a stance of 'non-indifference,' reflecting ASEAN's evolving approach to atrocity prevention. The chapter also examines the impact of civil society initiatives and the limitations of ASEAN's efforts, providing a nuanced understanding of the region's engagement with R2P. Through a detailed examination of these dynamics, the chapter offers insights into the complexities of implementing R2P in a diverse and politically varied region.
