Abstract

In the digital age, the rapid spread of rumors on social media platforms poses significant psychological and economic challenges, disrupting social order and stability. This article examines the critical role of uncertainty in the rumor governance process, highlighting how unverified information can cause incalculable harm to society. The study constructs a tripartite evolutionary game model involving the government, online media, and netizens to explore how penalties and regulatory strategies can be tailored to curb the spread of rumors. The model considers the bounded rationality of each agent, providing a dynamic and adaptable framework for understanding the decision-making processes involved in rumor governance. Through numerical simulations and sensitivity analyses, the article demonstrates how different parameters, such as the probability of rumor spread and the effectiveness of government penalties, influence the evolutionary stability of strategies. The findings offer practical insights into how governments can guide online media and netizens toward responsible information dissemination, thereby minimizing the negative impacts of rumors on social stability. The article also discusses the implications for public policy, emphasizing the need for balanced regulatory strategies that protect public interests while respecting freedom of speech and the role of the media.
