Abstract

The chapter explores the critical need for improving rural roads in developing countries, highlighting the scarcity of studies focused on rural road network planning compared to urban transportation models. It delves into the unique challenges of rural transportation, such as the predominance of foot travel and intermediate means of transport, and the difficulties posed by hilly terrains and dispersed settlements. The text examines various planning methodologies, including Priority Ranking, Benefit/Cost Analysis, and the Centrality Index, each offering distinct approaches to prioritizing and connecting rural settlements. It also discusses the use of Accessibility Indicators and the Gravity Model to assess the significance of settlements and the interaction between them, providing a foundation for designing efficient rural road networks. The chapter critically evaluates these models, identifying their limitations and proposing solutions to address issues such as budget constraints and the need for comprehensive coverage of settlements and public services. It emphasizes the importance of straightforward social measures in prioritizing rural road networks, aiming to maximize coverage and minimize transport costs. The text concludes by suggesting a framework for identifying nodal points and connecting them through rural road networks, ensuring optimal accessibility and connectivity in rural areas.
