Central procurement agencies may use, for their communication, until 18 April 2017 and other contracting authorities until 18 October 2018, the postal service, another suitable medium, fax or a combination of these for communication, insofar as it does not concern the transmission of notices and the provision of tender documents. A central procurement agency body is in accordance with § 120 Paragraph 4 GWB a contracting authority which permanently supplies and services procured for other contracting authorities, awards public contracts or concludes framework agreements (central purchasing activities).

Central procurement agencies may also stipulate, until 18 April 2017, other contracting authorities until 18 October 2018, on the other hand, for the transmission of tenders, participation applications and confirmations of interest also the postal services, other suitable means, fax or a combination of these media.

Central procurement agencies may use the abovementioned means only commencing on 18 April 2017, and central procurement agencies only commencing on 18 October 2018.
