Abstract

This chapter delves into the philosophy and principles of risk-based emergency response planning, particularly in offshore environments. It emphasizes the importance of preparing for a wide range of hazardous scenarios, including major accidents, limited accidental situations, and hazardous situations implying a temporary increase in risk. The text discusses the particularities of offshore emergency preparedness, such as remoteness, harsh environmental conditions, and various types of offshore installations. It also explores the relationship between accident prevention and emergency preparedness, highlighting regulatory requirements and industry viewpoints. The chapter outlines a four-step process for achieving a balance between these two aspects. Additionally, it provides a detailed process for establishing risk-based emergency response plans, including input from risk assessment, establishing the context, emergency preparedness analysis, emergency response planning, and emergency training and exercise. The text also covers area-based emergency response planning, which involves coordination and cooperation between operators in clearly defined geographical areas. It discusses the challenges of deciding on the appropriate response level and the importance of considering realistic worst-case scenarios. The chapter concludes with a set of questions to stimulate further thought and discussion on the topic.
What you do not prepare for becomes the crisis you cannot control.
