Abstract

This chapter delves into the world of Special Drawing Rights (SDRs), a unique international monetary reserve asset created by the International Monetary Fund (IMF) in 1969. Unlike traditional currencies, SDRs are valued based on a basket of five major currencies: the US dollar, euro, Chinese renminbi, Japanese yen, and British pound sterling. The chapter explores the historical context of SDR allocations, highlighting the four major allocations made by the IMF, with the most recent one in 2021 amounting to SDR 456 billion, approximately USD 650 billion. This allocation was aimed at stimulating global liquidity in response to the COVID-19 pandemic. The focus then shifts to Zimbabwe, which received SDR 677.4 million (approximately USD 965 million) from the 2021 allocation. The chapter examines the impact of these SDRs on Zimbabwe's economy, which had slumped by 4.1% in 2020 due to a series of climate change-induced challenges and the pandemic. The analysis covers the priority areas identified for SDR utilisation, including investments in social sectors, productive sector value chains, infrastructure investments, foreign currency reserves, and a contingency fund. The chapter also discusses the legal and institutional frameworks governing SDR management in Zimbabwe, highlighting the role of the Ministry of Finance and Economic Development (MoFED) and the Reserve Bank of Zimbabwe (RBZ). It explores the oversight mechanisms in place, including the role of Parliament, the Auditor General, and civil society. The chapter concludes with an assessment of the effectiveness of SDR allocations in fostering economic stability and development in Zimbabwe, providing valuable insights into the broader implications of SDR allocations for African countries.
