Abstract

The 13th FYP period is an important historical node for China to cross the middle-income trap. In this particular context, structural reform should take economic transformation and upgrading as the main line, and cope with five major relationships. One is the relationship between speed and structure; two is the relationship between the short term and the long term; three is the relationship between policy and system; four is the relationship between the government and the market; and five is the relationship between the top-level design and grassroots innovation.
