The book delves into the dynamics of territorial governance within a group decision-making context.The proposed tool provides a rational approach to addressing the main challenges that arise in the territorial context, promoting greater consensus among all parties involved in the decision-making process. The methodology allows for a deep appreciation of the contribution of decision analysis frameworks in the territorial scenario, particularly in group decision-making settings, where the literature on participatory MCA is rather sparse. To achieve a practical synthesis of the stakeholders' positions and to enrich the multi-criteria framework, the book introduces a tool for systematic analysis of stakeholder behaviour. Without this tool, the MCA analysis would be incomplete for providing adequate decision support.The multi-criteria techniques underpinning the analysis, such as the Simple Additive Weighting (SAW), simplified Simos method, and the MACTOR case-based method, facilitate the identification of strategic directions based on criteria and parameters reflective of the relevant territorial framework.This outcome was achieved through successive evaluations of increasing complexity. Initially, the performances over short, medium, and long-term periods were considered separately, based on the alternatives and criteria identified by the stakeholders, including both economic and welfare aspects. Subsequently, a method was developed to coherently compare the performances of various alternatives over different timescales, aggregating the values into a single measure while also accounting for the duration of effects across these periods.This approach leads to a greater awareness of the temporal significance of decisions, understanding how impacts vary over time and how these should be carefully assessed. This understanding helps overcome the difficulties associated with balancing long-term visions with immediate needs. As evidenced by the results, considering the time factor in evaluations alters both the values and, in some cases, the aggregated outcomes in the Alternatives/Stakeholders matrices. This highlights the necessity of incorporating temporal preference elicitation into the MCA model to accurately reflect their influence on decision-making.

This chapter explores group decision-making in territorial governance, with a focus on stakeholder participation in transport infrastructure planning. It examines the challenges of reconciling individual and collective preferences, emphasising the complexities of multi-stakeholder decision processes. Using Social Choice Theory and Social Welfare Functions as a basis, the chapter analyses mechanisms for aggregating diverse preferences into collective decisions,addressing the conflicts that are inherent in infrastructure planning. Multi-Criteria Analysis (MCA) methods are discussed as tools to structure decision-making processes and facilitate consensus. Integrating political, economic, and social considerations, enhances this framework ability to ptomote participatory governance and ensure more balanced and inclusive decision-making in sustainable transport development.

The MCA approach prioritises impact identification and stakeholder engagement through iterative roundtable discussions. By synthesising multiple evaluation techniques, the methodology facilitates consensus building, mediates competing interests, and accommodates temporal variability. This tailored framework enhances strategic decision-making, ensuring that sustainable infrastructure planning is informed by both technical assessments and political considerations.

Comprising of institutional and managerial entities, the group ensures a balanced approach to decision-making by aligning public administration objectives with private sector interests. The model emphasizing multi-level governance and incorporates mechanisms for conflict resolution and preference aggregation, fostering a nuanced synthesis of stakeholder perspectives. This methodological approach enhances the transparency and effectivenessof decision-making, ensuring that infrastructure projects meet regulatory, economic, and social sustainability criteria.

Chapter 7. Ranking of Alternatives Based on Individual Preferences
Abstract
This phase enables the ranking of alternatives according to each stakeholder's individual preferences, as expressed through criteria and weights. Since each stakeholder has different objectives, they are asked to express these through specific criteria in order to identify the alternative that can maximize these objectives from different perspectives (economic, technical, social, environmental). First, the chapter will analyse the role of criteria, then propose the technique for determining weights: simplified Simos method.

Chapter 9. The MACTOR Method and Its Case-Based Adaptation
Abstract
This phase involves integrates the individual evaluations, carried out by each stakeholder, who has already individually expressed their criteria and weights based on temporal value. These evaluation are then combined into a single evaluation framework. The final matrix represents the synthesis of the evaluations developed thus far. Each element indicates the feasibility of a given alternative for a specific stakeholder based on their expressed preferences, strategic issues, and priorities. The chapter will be organised as follows. First, the MACTOR method and its case-based reworking will presents the analytical method developed by Godet. This method is based on an alliances and conflicts matrix and will be adapted and used to study the reciprocal influences among stakeholders, their strategies, their convergences and divergences in objectives, and the existing balance of power.

Chapter 10. Case Study: The Gorizia Interporto
Abstract
This chapter provides a comprehensive analysis of the evaluation subject, with a focus on the Gorizia Interporto in the Sant’Andrea area. Situated within the broader logistics framework of Friuli Venezia Giulia, the terminal's strategic importance is assessed in terms of infrastructure, intermodal transport, and sustainable logistics. Five potential development alternatives are explored and evaluated for their impact on territorial cohesion, economic efficiency, and environmental sustainability. Through stakeholder analysis and multi-criteria assessment, the research examines the terminal’s role in regional and international freight networks. This theoretical evaluation lays the groundwork for the practical application detailed in Chap. 11.

Chapter 11. Application of the Methodology and Performance Analysis
Abstract
This chapter applies the methodology developed in the preceding chapter (Chap. 9), as specifically formulated through the combination of several existing MCA approaches. Building upon the methodological considerations summarised in Chap. 1: The Problem of Choice, this methodology has been adapted fot the case study under evaluation. For a detailed examination, please refer to Chap. 10: The Case Study. The Gorizia Interporto. The discussion begins with a description of the working group and continues with an exposition the economic and welfare criteria adopted by the stakeholders, as well as the determination of various weights. Initial rankings will be compiled, showin the short-, medium-, and long-term performance of the alternatives separately for each stakeholder. These rankings will then be transformed into multi-period assessments by aggregating the values obtained into a single measure that also takes into account how long the effects would persist across various periods. The analysis will then proceed with an examination of possible alliances and conflicts among stakeholders, developing a matrix that records the influence of one stakeholder upon another. This will enable a decision matrix to be compliled that considers not only individual preferences but also the roles of stakeholders and their potential courses of action. A key feature of this evaluation model was stakeholders involvement, which constituted what we will call the working group. The complexity of the topics and information addressed required active and collective participation to ensure greater objectivity in the assessments. The composition of this group was fundamental to the research, and the limited number of participants facilitated interaction and enhanced synergy.

Chapter 12. Conclusions
Abstract
The research conducted has facilitated the development of an analytical methodology for evaluating the growth prospects of the Gorizia freight terminal. Specifically, this methodology serves as a decision support tool that supplements conventional Multi-Criteria Analysis (MCA) techniques. To this end, the study has enhanced the analysis of governance dynamics in a group decision-making context.
