Abstract

In this chapter, we will introduce the economics of external shocks, which can involve several potential scenarios and two main cost components: the cost of a shock and the cost of the policies to mitigate and adapt to that shock. The second cost is typically far lower than the first. Intelligent measures and interventions can provide the cheapest and most resilient way to build back better.

According to the latest research in the field, we can expect another 15,000 instances of zoonoses over the next 50 years. They will definitely happen, and are being accelerated by climate change and land use; the only question is how to deal with them (Carlson et al., 2022).

For example, the Global Adaptation Committee estimates that an investment in climate adaptation programmes, including mitigation measures such as flood defences and climate-adapted agriculture, of 1.8 trillion USD would yield over 7.1 trillion USD in benefits by 2030.
