Abstract

The study investigates the compliance of Ghana's Metropolitan, Municipal, and District Assemblies (MMDA) with the accrual-based International Public Sector Accounting Standards (IPSAS). It finds varying levels of compliance across different IPSAS, with IPSAS 2 showing the lowest compliance rate of 48.57%. The research highlights the importance of IPSAS for transparency and accountability in public financial management, and identifies factors such as training, resources, and regulatory environments that influence compliance. The findings contribute to the understanding of the challenges and benefits of adopting IPSAS in developing countries.
