When the trumpet calls by the heralds of success of the May 1989 Brussels Summit of the North Atlantic Treaty Organisation (NATO) had died away, the clouds veiling the diplomatic phrases of both the statement and the so-called comprehensive concept began to clear away too. Now we can analyse the actual events and results of NATO’s 40th Anniversary. What is required is a sober or rather, sobering, stock-taking of what occurred.
