In the opening chapter to this volume, DeNardis and Musiani pose a fundamental challenge. They specify an ongoing transformation in how the underlying structures and processes of “enacting” Internet governance are changing. They see the control of Internet infrastructure, by both governments and private actors, to achieve goals that were not intended in its initial design and implementation. This direction, building on the initial formulation by DeNardis (2012), and built upon by our 2013 workshop at Georgetown University, is the centerpiece of this book.
