Abstract

The chapter delves into the fiscal architecture of the Palestinian Authority (PA) established under the Oslo Accords, focusing on the Paris Protocol's role in shaping economic relations between the PA and Israel. It explores how the Protocol, designed to foster economic development, has instead created a neoliberal framework that has hindered Palestinian economic growth. The chapter also examines the PA's reliance on external income, such as foreign aid and clearance revenue, and the challenges it faces in building fiscal capacity. Additionally, it discusses the PA's fiscal policy and the strategies it employs to manage its budget, including the use of arrears and debt issuance. The chapter concludes by highlighting the colonial and neoliberal control structures that have shaped the PA's political economy.
