Abstract

The article revisits Werner Troesken's 'The Pox of Liberty', which presents a historical treatment of the tradeoff between liberty and infectious disease. It argues that this tradeoff is not static but fluctuates based on the conditions of public health interventions. The author uses the concept of path dependence to explain how political institutions evolve over time and how crises can lead to expansive government growth. The article highlights the historical development of public health institutions in the United States, particularly during the COVID-19 pandemic, and argues that the expansion of public health bureaucracies can lead to inefficient and delayed responses to unexpected disease outbreaks. The text also critiques economic epidemiological models for their assumptions and calls for a more intertemporal approach to understanding the dynamics of government intervention in public health.
